.. <br />CITY OF NORTH OLMSTED <br />ORDINANCE N0. 87_ 19 <br />BY: COUNCILMAN TALLON <br />AN ORDINANCE ESTABLISHING A SECOND LAW CLERK POSITION <br />WITHIN THE ORGANIZATIONAL CHART OF THE DEPARTMENT OF <br />LAW FOR THE CITY OF NORTH OLMSTED, AMENDING SECTION <br />137.01 OF THE CODIFIED ORDINANCES OF THE CITY OF NORTH <br />OLMSTED, AND DECLARING AN EMERGENCY. <br />WHEREAS, the Organizational Chart of the Department of Law of the City <br />of North Olmsted presently provides for the employment of one law clerk to <br />conduct research, write memoranda and briefs, and to otherwise assist the <br />Director of Law and his assistant Directors of Law in the performance of <br />their legal duties; and <br />WHEREAS, ten years have elapsed since the Department of Law's <br />Organizational Chart was established providing for the employment of one <br />law clerk, and, during this ten year period, there has been a great <br />increase in the amount and complexity of the litigation in which the <br />Department of Law has been called upon to defend the City and/or its <br />officers, or to otherwise pursue City interests in Court; and <br />WHEREAS, the Law Department has, in recent years, been called upon more <br />and more to provide increasingly complex legal advice to officers and <br />boards of the City; and <br />WHEREAS, there accordingly exists a pressing need to employ a second <br />City law clerk to assist the Department of Law in effectively performing <br />its charter and ordinance duties; and <br />WHEREAS, it is financially preferable to employ additional law clerks, <br />rather than to increase the number of lawyers on the Law Department staff; <br />and, <br />WHEREAS, as a further financial benefit to the City, said second law <br />clerk can be compensated from funds already appropriated for "extra legal" <br />without resulting in an increase in the annual appropriations for the <br />Department of Law. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH <br />OLMSTED, CUYAHOGA COUNTY AND STATE OF OHIO: <br />SECTION 1: That Section 137.01 of the Codified Ordinances of the City <br />
