<br />he has no fixed place of business, for the purpose of making retail sales
<br />of such property.
<br />(c) "Temporary Place of Business" shall mean any public or quasi-
<br />public place including, but not limited to, any hotel, rooming house,
<br />store room, building, part of a building, tent, vacant lot, railroad car,
<br />or motor vehicle that is temporarily occupied for the purpose of making
<br />retail sales of goods to the public. A place of business is not temporary
<br />if the same person conducted business at the place continuously for more
<br />than six months or occupied the premises as his permanent residence for
<br />more than six months.
<br />721.02 SALES ON PUBLIC PROPERTY PROHIBITED.
<br />No person shall on any public street, alley, drive, lane, thoroughfare,
<br />court, highway, boulevard, or on the sidewalks thereof, solicit the sale of
<br />any merchandise, wares, goods, foods, periodicals or other articles of
<br />value for present or future delivery.
<br />721.03 SALES ON PRIVATE PROPERTY.
<br />(a) The practice of going in or upon private property in the City by
<br />solicitors, peddlers, hawkers, itinerant merchants or transient vendors of
<br />merchandise, goods, wares, foods, books, periodicals or other articles of
<br />value, not having been invited to do so by the owner or occupant of such
<br />private property or residences, for the purpose of soliciting orders for
<br />the sale of or repair of goods, wares, merchandise or other chattels of
<br />value for present or future delivery and/or disposing of and/or peddling or
<br />hawking of the same, is declared to be a nuisance, and any such person
<br />shall be subject to the penalty provided in Section 721.99.
<br />(b) Every solicitor, peddler, hawker, itinerant merchant or transient
<br />vendor, prior to conducting business, within a temporary place of business,
<br />upon private property at the invitation of the owner or occupant of such
<br />private property, shall first first comply with all the provisions of this
<br />chapter regulating such business activity.
<br />721.04 TEMPORARY BUSINESS LICENSE; FEE AND DURATION.
<br />(a) Each person, whether principal or agent, who proposes to conduct
<br />or engage in the sale of goods, wares, merchandise, property, tangible or
<br />intangible, of any nature whatsoever, and services, from a temporary place
<br />of business, within the City, shall, before opening same and before
<br />offering sale such goods, wares, merchandise, property and/or services
<br />procure a license to do so from the Director of Public Safety, which
<br />application shall be made not less than ten (10) days prior to the time
<br />such activity is to take place.
<br />(b) The applicant for a temporary business license shall furnish the
<br />Director of Public Safety with the following information on forms provided
