CITY OF NORTH OLMSTED <br />ORDINANCE N0. 91-125 <br />BY: MAYOR EDWARD BOYLE <br />AN ORDINANCE ESTABLISHING THE ORGANIZATIONAL CHART <br />AND COMPOSITION OF THE FIRE DEPARTMENT OF THE CITY <br />OF NORTH OLMSTED, AND DECLARING AN EMERGENCY. <br />WHEREAS, the Administration recognizes that because of a <br />lack of personnel in the Fire Department, combined with the City's <br />obligation to meet the requirements of the Fair Labor Standards <br />Act regarding payment of overtime, the manpower resources of the <br />Fire Department have been stretched to the limit; and <br />WHEREAS, because of the excessive demands being made upon <br />the members of the Fire Department because of the need to maintain <br />full status thus requiring many to be forced to work overtime, <br />it is recognized by the Administration that in order to alleviate <br />the problems that exist, it is necessary to add personnel to the <br />Fire Department; and <br />WHEREAS, it is the belief of the Administration that by <br />freeing up the Fire/Paramedic personnel from the duty of <br />dispatching, that the City in essence, would increase the manpower <br />of the Fire Department; and <br />WHEREAS, in order to accomplish the desire to make the Fire <br />Department more efficient, the Administration has recommended that <br />there be created within the Fire Department the separate position <br />of Dispatcher, which in order to cover all of the various shifts, <br />it will be necessary to increase the complement of the Fire <br />Department to five (5) Dispatcher positions; and <br />WHEREAS, it is also recognized that in order to alleviate <br />some of the pressure as far as scheduling and overtime relative to <br />the existing individuals in the Fire Department, it would be <br />desirable to add additional firefighters to the roster; and <br />WHEREAS, it is the desire of the Administration and Council <br />at this time to increase the complement of firefighers from 33 to <br />36 and to, at the same time, develop plans in the future to add <br />additional firefighter personnel to the complement of the Fire <br />Department. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />
