.. . . . . .. . ....?A..... a? ? . . ...... .. ...... . . . . , , . . ... . ,. . .. <br />CITY OF NORTH OLMSTED <br />RESOLUTION 93-152 <br />BY: THE MAYOR AND ENTIRE CITY COUNCIL <br />A RESOLUTION SUPPORTING EXISTING OHIO ENTERPRISE ZONE <br />LEGISLATION AND OPPOSING PROPOSED CHANGES TO <br />DRAMATICALLY REDUCE ITS AVAILABIUTY AND SUBSTANTIALLY <br />CHANGE THE TERMS AND CONDITIONS FOR GRANTING BUSINESS TAX <br />EXEMPTIONS, AND DECLARING AN EMERGENCY. <br />WHEREAS, the current Enterprise Zone /egislation is schedu/ed to sunset on <br />December 39, 1993; and <br />WHEREAS, reforms proposed to that program, spearheaded by certain <br />members of the State House of Representatives, would severe/y curtail its availability <br />to communities outside of the City of Cleveland; and <br />WHEREAS, the /egis/ative proposa/ currently in a subcommittee of the House <br />Ways and Means Committee, would require zones /ocated in a centra/ city to meet at <br />least one economic distress criterion while zones located outside of a central city <br />would have to meet two economic distress criteria; and <br />WHEREAS, under existing law only zones created in Ohio's seven largest <br />counties have to meet any distress criteria; and <br />WHEREAS, this proposed bill would also require all existing enterprise zones, <br />including North O/msted's, to be recertified; and <br />WHEREAS, it is doubtful that many counties and communities that current/y <br />have enterprise zones would be able to requalify - taking away an essential <br />economic deve/opment tool from many suburbs; and <br />WHEREAS, these proposed changes, if enacted, wou/d a/so limit all <br />Community Reinvestment Area exemptions.
