CITY OF NORTH OLMSTED ORDINANCE NO. 93-103 BY.• MAYOR BOYLE 1 AN ORDINANCE AMENDING SECTION 1321.05 OF THE NORTH OLMSTED BUILDING CODE TO PROVIDE FOR THE IMPOSITION OFA TWO PERCENT (2%) SURCHARGE FEE TO BE CHARGED IN ADDITION TO ALL FEES PRESENTLY CHARGED BY THE CITY'S BUILDING DEPARTMENT PURSUANT TO R. C. 3781.102, IN ORDER TO PROVIDE ADDITIONAL FUNDING FOR THE OPERATIONAL AND EDUCATIONAL REQUIREMENTS OF THE BUILDING DEPARTMENT, AND DECLARING AN EMERGENCY. WHEREAS, recently enacted Senate Bill 359 requires all political subdivisions in the State of Ohio, which prescribe fees for the acceptance and approval of building plans and specifica.tions and for making inspections pursuant to Section 3781.102 of the Ohio Revised Code, to collect and remit monthly to the State a three percent (3 %) surchazge fee in order to defray operating costs of the State Board of Building Standards and to provide services, including educational programs, for building departments certified by the Board of Building Standards pursuant to R.C. Section 3781.102; and WHEREAS, the City of North Olmsted Building Department is presently collecting and transmitting said surcharge fee for the State of Ohio; and WHEREAS, it is the desire of this Council to provide a separate surcharge fee in the amount of two percent (2 %) to be earmarked for the operations of the City of North Olmsted Building Department, in particular, the educational requirements for department personnel established by the State for maintenance of license certifications; NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: SECTION 1: That Section 1321.05 of the North Olmsted Building Code, entitled "Permit Conditions and Special Fees" which presently reads: (a) Buildingpermits issued under this fee schedule shall expire as follows: (1) Homeowners' permit - three (3) months from the date of issuance.
