Refunds granted <br />pursuant to this section shall not exceed the employee's <br />contribution during that period. If a refund is to be paid, it <br />shall be paid within 30 days of the determination of the actual <br />cost for a period. If an additional payroll deduction is <br />required it shall be made within 30 days of the determination of <br />the actual cost for a period. 34 <br />Section 4: The employer will make an earnest effort to <br />establish a committee consisting of one (1) voting representative <br />from each of the City bargaining units, if they choose to be <br />represented and minimum of one (1) representative of the <br />employer. This bargaining unit's role as a participant in the <br />above committee shall be advisory only. The employer reserves <br />the right to establish all plans, enrollment periods and <br />regulations. <br />All changes affecting coverage or chosen providers shall be <br />shared with the Health Care Committee prior to making of such <br />changes. <br />Section 5: Expected cost or premium is defined as the <br />cost of all medical, hospital, prescription drug costs, and <br />related fees, but does not include any cost of the AFSCME Care <br />Plan. <br />Section 6: The employer shall attempt to secure Internal <br />Revenue Service approval to take employee contributions to health <br />insurance from gross (pre-tax) wages. r <br />"` - 27 -
