. ? ? <br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 9' 3-1 <br />BY: COUNCILMAN, GEORGE NASHAR <br />A RESOL UTION ESTABLISHING A BL UE RIBBON COMMI7TEE <br />TO ASSIST THIS COUNCIL INDEVELOPING A POLITICALLY <br />NEUTRAL METHOD OF ESTABLISHING SALARIES FOR <br />ELECTED PUBLIC OFFICIALS ON A ANNUAL BASIS, WITH <br />THE RESULTS OF SAID RECOMMENDATIONS TO BE THE <br />FRAMEWORK OF A CHARTER AMENDMENT TO BE <br />SUBMITTED TO THE ELECTORS IN NOVEMBER OF 1993 AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, the Charter of the City of North Olmsted places the obligation of <br />establishing the salary of elected public officials on council; and <br />WHEREAS, the Charter requires that the salary of the Mayor, Director of Law and <br />Director of Finance be set in place prior to the filing of nominating petitions for said offices <br />which is almost one year before the four (4) year terms commence; and <br />WHEREAS, because of the Charter language council is required to establish wages for <br />said officials four (4) years in advance; and <br />WHEREAS, this council is of the belief that it would be more beneficial to the residence <br />of the City to review salaries of a11 City employees, including elected officials, on an annual <br />basis rather than having to contemplate economic conditions in four (4) year increments; and <br />WHEREAS, this council desires to change the present system of establishing salaries for <br />elected officials four (4) years in advance, and further desires citizens and professional input to <br />aid council in accomplishing that objective; and <br />WHEREAS, this council shall establish a Blue Ribbon Committee consisting of seven <br />(7) individuals who will by May 1, 1993, make a recommendation to council regarding a change <br />in the Charter that will provide a politically neutral method of compensating elected public <br />officials on an annual basis during their respective terms in office.
