NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, CUYAHOGA COUNTY, AND STATE OF OHIO: SECTION 1: That this council does hereby establish a Blue Ribbon Committee to assist this council in developing a Charter Amendment providing for a politically neutral method of compensating the Mayor, Director of Law and Director of Finance on an annual basis during their respective terms in office. SECTION 2: That the committee specified in Section 1 hereof shall consist of seven (7) members chosen by a majority vote of council, with at least five (5) of the members having experience in one of the following areas of discipline: Education, Financing/Banking, Accounting, Business Management, Personnel, Communication, Government, Law or other field of endeavor or skill that in council's judgment would assist in said study. The remaining two (2) members shall be chosen from the general population of the City. SECTION 3: That the recommendations of the committee shall be made on or before May 1, 1993. SECTION 4: That this council hereby designates the Clerk of Council to assist the committee in performing their study. SECTION 5: That this Ordinance is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare, and for the further reason that it is necessary to appoint a committee immediately in order to meet the completion date of May 1, 1993, and further provided it receives the affirmative vote of two- thirds of all members of council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
