the continuing professional relationship between the City and the law firm of Johnson, Miller & Schmitz LLP, and the Mayor be and he hereby is authorized to enter into a contract with Johnson, Miller & Schmitz LLP, to provide labor negotiator services to the City for the City's labor contracts with terms ending in 2011 and 2012. SECTION 2: That the said contract shall be in final form and substance substantially the same as the Agreement for Labor Negotiator and Outside Legal Services attached to this Ordinance as "Exhibit A," with only such changes thereto in the form and substance of the Agreement that are not substantially adverse to the City. The character of any such changes as not being substantially adverse to the City shall be evidenced conclusively by the execution of the Agreement by the Mayor and the approval of the Agreement by the Director of Law. In addition, the Agreement shall provide for Johnson, Miller & Schmitz LLP to provide labor negotiator services only, and not outside legal services.
