CITY OF NORTH OLMSTED <br />RESOLUTION N0.2011 -128 <br />By: Mayor Kennedy <br />A RESOI. UTIONA UTHORIZING THE DIRECTOR OF PLANNING AND <br />DEVELOPMENT TO MAKE APPLICATION TO THE NORTHEAST OHIO <br />AREAWIDE COORDINATINGAGENCY (NOACA) ONBEHALF OF THE <br />CITY OF NORTH OLMSTED FOR FEDERAL FUNDING FOR THE <br />CITYWIDE TRAFFIC SIGNAL SYSTEM PROJECT; FURTHER <br />AUTHORIZING FUNDS FOR THE REQUIRED LOCAL MATCHAND <br />ADDITIONALLYAUTHORIZING THE MAYOR TO ACCEPT THE <br />FEDERAL AID IF A WARDED AND TO EXECUTE A CONTRA CT FOR <br />THE SAME, AND DECLARING AN EMERGENCY. <br />WHEREAS, it has been determined that the existing Citywide Traffic Control System, <br />despite being well-monitored and well maintained, is in need of replacement due to age and <br />technological limitations of the existing controllers and other signal equipment; and <br />WHEREAS, it has further been determined that much of the existing system hardware for <br />the Citywide Traffic Signal System is past its expected life and requires replacement; and <br />WHEREAS, the Citywide Traffic Signal System project would replace aged equipment <br />and upgrade the City's closed-loop signal system to a central based control system; and <br />WHEREAS, at aged intersections traffic control signals will be completely rebuilt while <br />at more recently constructed intersections, the signals will be upgraded as needed; and <br />WHEREAS, the City's roadways currently experience a high traffic volume (one of the <br />highest in northeast Ohio) due to commuter and retail traffic; and <br />WHEREAS, a modern traffic signal system is necessary to the orderly flow of traffic <br />throughout the City; and <br />WHEREAS, the Director of Planning and Development and Mayor Kennedy believe <br />federal funds could be utilized to implement an efficient and state-of--the-art traffic control <br />system throughout the City of North Olmsted; and <br />WHEREAS, the City, if successful in its request, will contribute by paying or obtaining <br />matching funds in order to pay the non-federal matching share; and <br />WHEREAS, the City, if successful in its request, will work cooperatively, including <br />executing cooperative agreements if necessary, with all affected local, regional, state and federal <br />agencies; and <br />WHEREAS, the City, if successful, will abide by all NOACA policies; and <br />
