CITY OF NORTH OLMSTED <br />ORDINANCE N0.2011 - 131 <br />BY: Mayor Kennedy <br />AN ORDINANCE DISPENSING WITH AN RFP PROCESS AND <br />AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT <br />WITH PROFESSIONAL SERVICES INDUSTRIES, INC. TO <br />PROVIDE CONSTRUCTION MATERIALS AND SPECIAL <br />INSPECTION SERVICES FOR THE COLLECTION SYSTEM <br />IMPROVEMENT PROJECT, AND DECLARING AN EMERGENCY. <br />WHEREAS, under contract with ATS/Hazen & Sawyer, Professional Services <br />Industries, Inc. ("PSI")performed the geotechnical investigation & recommendations <br />used for design of the project (including sewer work & EQ basins); and <br />WHEREAS, because of PSI's existing knowledge & experience, and to avoid <br />potential conflicts with another geotech firm during construction, the City Engineer <br />recommends that the same firm be utilized during both the design and construction <br />phases of the project; and <br />WHEREAS, the City Engineer believes that it is more efficient and cost effective <br />to use the same firm for material testing & inspection, as well as construction <br />observation; and <br />WHEREAS, construction observation is required on all City projects, and for all <br />work performed within the right-of--way; and <br />WHEREAS, the same engineering technician can serve multiple purposes: testing <br />the base material, backfill material, concrete, rebar, etc. while also observing construction <br />practices in the field; and <br />WHEREAS, under PSI's proposal, the City will be billed hourly (with a 4-hour <br />minimum on days utilized) for the services performed, with the City having the option to <br />increase or decrease the services as needed; and <br />WHEREAS, the Director of Public Safety and City Engineer recommend that PSI <br />be utilized to provide construction material testing and special observation services on the <br />collection system improvement project; and <br />
