WHEREAS, the anticipated cost of the services for a twelve (12) month period is <br />$118,876.00; and <br />WHEREAS, this Council, acting upon the recommendation of the Director of <br />Public Service and the City Engineer, desires to dispense with the RFP process otherwise <br />required by Chapter 112 of the North Olmsted Codified Ordinances and authorize the <br />Mayor to enter into a contract with Professional Services Industries, Inc. to provide <br />construction material testing and special observation services. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the formal RFP process required by Chapter 112 of the <br />Codified Ordinances of the City of North Olmsted is hereby dispensed with for the <br />reasons set forth in this ordinance, and the Mayor be and he hereby is authorized to enter <br />into a contract with Professional Services Industries, Inc. to provide construction material <br />testing and special observation services. <br />SECTION 2: Attached hereto as Exhibit A is the proposal from PSI, which <br />accepted terms shall be incorporated into a contract negotiated by the Director of Law and <br />executed by the Mayor. <br />SECTION 3: That this Ordinance is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and <br />for the reason that the City must timely commence construction processes in the winter of <br />2012; and further provided it receives the affirmative vote oftwo-thirds of all members of <br />Council, it shall take effect and be in force immediately upon its passage and approval by <br />the Mayor. <br />PASSED: (,G/M b-c~ ( t ~Ol I <br />First Reading: /~~G ~~ ! 1 <br />Second Reading.• ,~ ufp.wrlrrJ <br />Third Reading: ~(u~~,4.~01.~.1 <br />Committee: s~,~,~„r~,a <br />ATTES <br />MARIE GALLO <br />Clerk of Council <br />APPROVED: I~~(~1 ~~ ~~~ <br />DUANE K.
