The date or <br />day for collection of recyclable materials for an occupants of single family or multi-family <br />residential structures ^r°sia°„*??l uni* shall correspond to the date or day of collection of <br />garbage or rubbish. <br />(b) Upon the placement of recyclable materials in accordance with this section °t•°en <br />her-eef, said materials become the property of the City. <br />{e} Once recyclable materials are placed for collection in accordance with this section <br />suvs°e+:eii 'a"h°r°eno person, other than authorized City or City contractor personnel, shall <br />remove said recyclable material. Any and each collection or removal of unauthorized persons in <br />violation of the provisions of this section, from one or more designated collection places, shall <br />constitute a separate and distinct offense. For each separate offense, the individual shall be <br />guilty of a minor misdemeanor and be fined not more than one hundred dollars ($100.00). <br />941.05 ACCUMULATION OF GARBAGE AND REFUSE AS NUISANCE <br />(a) Maintenance of Business Premises Free of Refuse. The accumulation of waste, refuse, <br />trash and other debris substances on or about the premises of m„'+:p'° f m;l•, r°s;a°„^es a„a <br />commercial establishments and structures, especially including the trash enclosure and parking <br />areas, greatly increases the danger of fire and spread of infections, contagious and epidemic <br />diseases and shall constitute a public menace and nuisance. The owner, manager or occupant of <br />any multiple family dwelling and commercial establishment, including but not limited to <br />restaurants, retail stores and other places of business, shall keep the premises clean of refuse <br />thrown or left on such premises by its employees, customers or passersby and prevent refuse <br />from drifting or blowing onto adjoining premises or public rights-of-way. <br />(b) Accumulation of Refuse. The owner, manager or occupant of multiple family and <br />commercial premises shall provide appropriate trash containers and receptacles, which shall be <br />placed, stored or enclosed in a clean, safe and sanitary area. Trash containers of sufficient size <br />and number for deposit of refuse are hereby required and shall be supplied with lids or covers. <br />Where applicable, any trash receptacle designed for and required to be located within a trash <br />enclosure on the premises, shall be maintained entirely within and secured by functional gates. It <br />shall be unlawful for any person owning, managing or having the control of any such premises or <br />vacant lot within the City to permit an accumulation of rubbish to become or remain offensive, <br />unsightly or unsafe to the public health or safety or hazardous from fire, or to deposit, keep or <br />accumulate, or permit or cause any rubbish to be deposited, kept or accumulated, upon any <br />property, lot or parcel of land, or any public or private place, street, lane, parking lot, or <br />driveway. No person occupying, owning, or in control of any premises shall permit rubbish to <br />accumulate, or to blow about in a manner which creates an unsightly appearance or a health <br />hazard. <br />(c) Containers. Every owner, manager or occupant of multiple family and commercial <br />premises, in order to maintain compliance herein, that contracts for or employs a trash collection <br />service, shall require and insure that the provider of any such container, receptacle, bin or other <br />equipment used for the storage of commercial waste shall:
