(3) Any area of the public right of way <br />(b) Any owner or occupier of single family or multi-family residential structures pr-epeAy <br />within the City may place, cause to be placed, or permit to be placed, garbage or rubbish <br />receptacles as defined in subsection (a) hereof, within the public right of way; provided that such <br />receptacles are placed within a treelawn or other suitable area within the public right of way; and <br />further provided that such receptacles are so placed no earlier than upon the evening preceding <br />collection by the City of the street which the treelawn or other area abuts, and removed from the <br />area no later than by 10:00 p.m. of the date of collection. <br />(c) Any owner or occupier of property within the City may apply to the Director of Public <br />Service for a permit to be exempted from the provisions of subsection (b) hereof on the basis of <br />hardship. <br />(d) The provisions of subsection (b) hereof shall not be construed to apply to the placement <br />of brush or leaves within treelawn or other suitable areas of the public right of way. <br />(e) A violation of either subsections (a) or (b) hereof is a minor misdemeanor, and each day <br />during which such a violation continues shall constitute a separate offense. <br />941.03 STORAGE OF REFUSE - COMMERCIAL ESTABLISHMENTS. <br />Whenever refuse is generated as a result of the operation of commercial establishments in <br />or about commercial structures as hereinbefore specified, all such refuse shall be immediately <br />placed in containers provided for such refuse, and in no event shall any individual owner or <br />operator of a commercial establishment cause the refuse to be placed or stored in an area other <br />than that designated for such refuse. , µ.ria „u., l??.. r .,?l?µJe sha» ?- l a eentainer-s <br />,. u.?. :???*? l?: <br />941.04 PLACEMENT AND COLLECTION OF RECYCLABLE MATERIALS <br />(a)---Occupants of single family or multi-family residential structures ;.:ni*s sha" s°„ara*e <br />, , <br />« to « ?1 and stamped plastic-eent-ainefs; and <br />9eetipants shall place cardboard, boxes, newspapers, junk-mail, magazines, cereal boxes, <br />glass bottles and jars of any color, steel cans and numbers 1 and 2 stamped plastics theif <br />sta=i"°'' nia*°~ia' within containers acceptable to the Director of Public Service b#ue ealer-ed <br />pla:tie bags and these materials shall be placed within the public right of way for collection. As <br />defined for purposes of this section, the public right of way appropriate for placement and <br />collection of recyclable materials shall be limited to r°s'al curbside treelawns. Such <br />recyclable materials shall be so placed in the public right of way no earlier than the evening
