As established by the City Charter, Article VII, Section 3, the Parks and Recreation Commission shall have, in addition to those specified by the Charter, such duties as are designated by Council, and shall plan, provide and implement recreational programs and facilities for the City, all to be carried out within the annual budget for the Division of Parks and Recreation, recommended by the Commission and approved by Council. The Commission shall work closely with the Recreation, Public Parks and Buildings Committee of Council on all recreational programs. The Commission and the Committee shall jointly submit an annual budget to the Finance Committee of Council, which must be approved by Council as a whole, and shall make recommendations on employee salaries and capital improvements. 155.02 Meetings; quorum. The Parks and Recreation Commission shall hold at least one regular monthly meeting during each calendar month, such meeting to be open to the public and held in a public building, preferably City Hall, and a minimum of four members must be present to enact any official business. In addition to the aforesaid monthly public meeting the Parks and Recreation Commission may, at its discretion, authorize the Commission Chairman to call such additional special public or closed meetings as the Commission feels are or may be necessary to properly discharge its duties and responsibilities. 155.03 Attendance; replacement of delinquent member
