In the event a member of the Parks and Recreation Commission is absent from three <br />consecutive regular monthly meetings, or for more than fifty percent of the total of all <br />meetings in any one period of twelve consecutive calendar months, the Parks and <br />Recreation Commission Secretary shall notify the Mayor and the Recreation, Parks and <br />Buildings Committee of Council in writing, and the aforesaid Council Committee shall <br />present the same to Council which may take the action necessary to remove such <br />delinquent member and a replacement member shall be appointed to the Parks and <br />Recreation Commission by that authority which appointed the member who is removed. <br />For purposes of this section all special meetings of the Parks and Recreation Commission <br />shall be excluded when determining the number of consecutive absences but shall be <br />included when determining percentage of absence. <br />155.04 Determination of Chairman, Vice-Chairman, meeting schedule. <br />At the January meeting of each year, the Parks and Recreation Commission shall <br />designate one of its members as Chairman and another as Vice-Chairman, and at that <br />time shall designate the regular meeting dates and place for the year and how such <br />meetings are to commence. <br />155.05 Appointment and duties of secretary <br />The Parks and Recreation Commission shall also appoint one of its members, or someone <br />else, to act as secretary. The Secretary of the Commission shall keep detailed minutes of <br />all meetings, sending a copy of all minutes to the Clerk of Council and members of the <br />Commission within ten days after each meeting, and shall perform such other duties as <br />are designated by the Commission Chairman. <br />155.06 Commissioners and Assistant Commissioners. <br />As established by the City Charter, Article V Section 4, the Mayor shall hire, subject to <br />the approval of Council, full-time and part-time Parks and Recreation Commissioners and <br />Assistant Commissioners, as may from time to time be authorized by Council, to direct <br />the Division of Parks and Recreation and the recreation programs established by the <br />Commission, and for such other duties as the Mayor or the Commission designates. The <br />salaries of the Parks and Recreation Commissioners and Assistant Commissioners shall <br />be established by Council. <br />155.07 Commission duties <br />The Parks and Recreation Commission shall provide year-round programs and activities <br />for persons of all ages, as it deems appropriate. <br />155.08 Council; parks and recreational facility improvements.
