The Parks and Recreation Commission shall work with the Recreation, Public Parks and <br />Building Committee of Council on improvements to park lands and additional <br />recreational facilities and equipment. <br />155.09 Board of Education. <br />The Parks and Recreation Commission shall also work with the Board of Education to <br />insure the best possible use of City and school facilities for public recreation without <br />duplication of facilities or programs. <br />155.10 Recreational goals. <br />The Parks and Recreation Commission shall perform the function of leadership in the <br />City, as it pertains to recreation and the preservation of natural land and park areas, and <br />shall recommend and work toward obtaining more and better recreational facilities, <br />programs and parks. <br />155.11 Employees. <br />The Parks and Recreation Commission shall recommend the hiring of all employees of <br />the Division of Parks and Recreation as provided in the latest ordinance for establishing <br />the complement of the Division of Parks and Recreation, approved by Council. The <br />salary for all employees of the Division of Parks and Recreation shall be established by <br />Council. <br />155.12 Annual budget. <br />The Finance Committee of Council shall furnish the estimated income from the one-half <br />mill levy and other funds which may be available from the General Fund to the Parks and <br />Recreation Commission for its budget work. A budget for the following calendar year <br />shall be submitted to the Finance Committee of Council by October 1 of each year. The <br />budget shall be detailed as to operating expenses, labor, equipment, materials and <br />supplies. The recommended capital improvements shall be listed individually, showing <br />the estimated cost of each. After approval of the budget by Council, the Parks and <br />Recreation Division shall operate within this budget under the direction and supervision <br />of the Commission. <br />155.13 Capital improvement fund. <br />At least ten percent of the one-half mill recreation levy received for recreational purposes <br />shall be set aside each year in the annual budget for use in financing capital <br />improvements only. If not used it will be deposited in an account to be used at a later <br />date for capital improvements. <br />155.14 Approval of Division Recreation expenditures.
