A <br />? <br />1317.06 Revocation and suspension. <br />1317.07 Fees. <br />1317.08 Expiration and renewal of <br />registration. <br />1317.09 Firms or corporations installing <br />work. <br />1317.99 Penalty. <br />1317.01 GENERAL PROVISIONS. <br />It is the general intent of this chapter to authorize the Building Commissioner, subject to <br />the review of the Board of Building Code Appeals, to regulate and monitor any and all building <br />contractors, whether commercial or residential, who intend to engage in any work or trade in this <br />City and, as a prerequisite thereto, to impose the following requirements: <br />(a) To require any and all contractors that are mandated by law to be certified or licensed <br />by the State of Ohio to: <br />(1) Obtain and maintain a valid state license; and <br />(2) Register such state license with and annually renew or maintain such <br />registration with the Building Department; <br />(b) To require and provide the procedure for the local licensing of any contractors that are <br />not so mandated to be certified or licensed by the State of Ohio; and <br />(c) To require and provide for the local licensing of any and all contractors who, although <br />certified or licensed by the State of Ohio in specified trades, engage in any work or trades <br />beyond the scope of or in addition to such state certification of license. <br />1317.02 REGISTRATION REQUIRED; HOME OWNERS' EXCEPTION. <br />(a) No person, firm or corporation shall do any work or engage in the business of or act in <br />the capacity of a general contractor or of a subcontractor, until it has fully complied with the <br />registration and licensing procedures of this chapter, as signified by the issuance of either a <br />registration or license certificate by the Building Commissioner, subject however, to the <br />provisions of subparagraph (b) hereinafter. <br />(b) No provision of this Building Code or any regulation adopted by authority of this <br />Building Code shall be interpreted to require that the owner of a single or one-family dwelling be <br />licensed or registered pursuant to subparagraph (a) or to otherwise personally hold a certificate as <br />a prerequisite to perform work upon the premises occupied, or to be occupied, by the said owner <br />thereof as such owner's established residence. All such work shall be done by such owner with <br />the assistance only of any member of his family or household, provided however, that such work <br />shall be done in conformity with the provisions of this Building Code and rules or regulations <br />promulgated thereunder and that no work shall be done unless all permits, inspections and <br />approvals required by this Building Code are secured. <br />(c) Any person, firm or corporation engaged in or hired to perform any work or trade in <br />this City, in the capacity of a contractor or otherwise, that fails to register or obtain a local
