July 30,2013 Attachment A Tim
Scope of Services - Great Northern Boulevard
URS Corporation (URS) shall perform professional traffic and roadway engineering services by
providing construction plans and bidding documents to improve the safety along Great Northern
Boulevard in the City of North Olmsted, Ohio. This proposal is based on the recommendations
set forth in the 2012 Great Northern Boulevard Safety Study completed by the Ohio Department
of Transportation (ODOT) and our understanding of your needs as well as ODOT requirements.
This proposal inciudes the development of construction plans necessary to implement the
recommendations previously set forth in the completed Safety Study.
Desiqn Services
Kick-Off Meetinq - Prior to commencing work, URS will meet with City of North
Olmsted staff to review the scope of work for this project. At this meeting, we will review
this scope of work to provide a clear understanding of the elements of the design.
2. Data Collection - URS will provide professional surveying services by performing a
topographic survey and determination of property lines and rights-of-way along Great
Northern Boulevard within the project limits in the areas of widening and median
modifications. The topographic survey limits will extend along Great Northern Boulevard
from 100' north of the Brookpark Road intersection south along Great Northern
Boulevard to the existing I-480 over pass. The survey shall encompass topographic site
features within the existing right of way. Existing property lines and rights-of-ways will
also be determined within these limits. Coordinate geometry calculations will also be
performed in order to verify existing monumentation with record data. Existing centerline
limits will be shown on the improvement plans. This scope of services does not include
any field staking of the existing right of way.
In addition to the field survey, property line determination and centerline establishment,
URS will also research and coordinate with all known utility companies with facilities
along the corridor, using the same limits as the survey. This information, along with the
survey information, will be used to develop basemapping for the project that will be used
in detailed design. Three pavement cores/borings are budgeted for this project.
3. Staae 1- Preliminarv Desiqn - Once basemapping is developed, URS will prepare a
preliminary layout of the improvements developed within the 2012 Great Northern
Boulevard Safety Study including roadway widening and resurfacing, concrete median
reconfiguration, intersection reconfiguration (I-480 Westbound Entrance ramp and
northwest corner of Country Club Boulevard), revised signing and pavement marking
and overhead sign and signal mast arm placement. The Stage 1 plans will be drawn in a
1"=20' scale and consist of the following elements.
a. Title Sheet (1 Sheet)
b. Schematic Plan (1 Sheet)
c. Typical Sections (3 Sheets)
d. General Notes (4 Sheets)
e. Plan Sheets (5 Sheets)
f. Cross Sections (5 sheets)
g. Pavement Elevation Tables (2 Sheets)
h. Intersection Details (2 Sheets)
i. Signing and Pavement Markings (5 Sheets)
