Page 4 of 6 <br /> <br />Site Visits <br />A site walkover will be conducted to visually inspect the individual parcels for the purpose <br />of determining areas of potential or apparent contamination. Buildings will not be entered <br />and no interviews are planned for this portion of the work. The walkover will be visual <br />and notes of the walkover will be recorded on field maps carried by the inspector. <br />Historical Review <br />Sanborn, Hopkins or equivalent historic maps and/or aerial photographs will be reviewed <br />for information detailing past industrial and commercial users of the properties within the <br />project location. Available maps/aerial photographs will be reviewed to determine land <br />use or industrial to residential changes and to identify suspect locations. Available city <br />directories may also be reviewed to determine past land uses of the properties. <br />Site Screening Report Preparation <br />A Judgmental Determination of Phase I sites will be made based on the information <br />determined in the Site Screening of the project area. This will be based on information <br />tabulated in Preliminary Site Screening Checklists that will be created for the Site <br />Screening portion of the project. These sites would be studied further in the Phase I <br />Environmental Site Assessment as Task II-B, described below. The completed Site <br />Screening Report will be submitted via ODOT's Online CE system. <br />Level 1 Categorical Exclusion Document <br />This scope of services assumes that this project will qualify as a Level 1 CE. URS will <br />prepare the Level 1 CE using ODOT's Online CE System. <br />As part of this task, it has been assumed that: <br />(a) Due to the lack of sensitive ecological resources within the corridor, no Ecological <br />? Survey Report will be required; <br />(b) No noise analysis modeling will be required; <br />(c) No Section 106 Request for Review (Cultural Resources) will be required; <br />(d) There will be no effects on sites that may be considered Section 4(f) resources; <br />(e) There will be no public meetings held during the course of this project. Public <br />involvement will be handled by a letter to affected residents/businesses from the <br />City as well as a press release which explains the project. URS will assist the City <br />in drafting these two items. Copies will be included in the CE document. <br />(f) The project will not involve any significant level of public opposition or controversy. <br />9. Riqht of Wav Plans (Not Included) - No additional right of way acquisition is <br />anticipated at this point in the project. If during the design, it becomes necessary to <br />acquire additional right of way in order to locate poles and/or controllers, a separate <br />proposal will be prepared to develop right of way plans.
