Plans will be sent to <br />affected utility companies within the limits of the project for information. <br />In addition to the construction plans a revised estimate of probable construction costs <br />will be further developed at Stage 2/3. The estimate will be based on ODOT's Summary <br />of Contracts Awarded and estimated quantities from the plans sheets. <br />5. Final Plans - Upon receipt of Stage 2/3 comments, the final plans will be prepared. A <br />final plan package will include revised plan sets, cost estimate and a bid document. URS <br />will provide the City with a full size reproducible plan set, up to ten (10) half-size plan <br />sets and an electronic pdf set. It is assumed that the City will provide boilerplate bid <br />document template for revisions/completion. The City will advertise the project for bid <br />and manage the sale of plan sets to contractors. <br />6. Meetinqs - In addition to the Kick-Off ineeting, URS anticipates project meetings with <br />the City and ODOT. Up to two (2) project meetings and two (2) review meetings with <br />ODOT are included with this scope. URS will prepare and distribute meeting minutes for <br />these meetings. <br />7. Bid Assistance - URS will prepare the bid document to accompany the construction <br />plans for purposes of bidding the project. URS will develop technical specifications and <br />create a bid form based upon plan quantities. URS will develop the balance of the bid <br />document based upon information provided by the City of North Olmsted, including their <br />standard contract language and other boilerplate language used for similar projects. <br />URS will prepare for and attend the Pre-bid meeting, answer questions during bidding, <br />issue RFIs and perform the bid tabulation. <br />8. Environmental Documentation - The purpose of the environmental documentation <br />will be to evaluate and document relevant considerations necessary to satisfy <br />environmental requirements of ODOT and FHWA (including applicable requirements of <br />other state and local agencies) and to secure environmental clearance for the project. <br />Based on URS' knowledge of the project area and assumptions regarding the proposed <br />roadway improvements, a scope of services is outlined below which we believe will <br />achieve the goals stated above. Assumptions specific to each area of analysis are <br />detailed below. <br />Hazardous Waste No Right-of-Way (ROW) ESA Site Screening <br />Although the project will require no new right-of-way, deep excavation is required. <br />Consequently, following the guidelines in the Ohio Department of Transportation (ODOT) <br />Environmental Site Assessment Guidelines of April 2009, URS will prepare a No Right-of- <br />Way ESA Site Screening for the project. If required, sites that have the potential for <br />some contamination would be investigated further in the form of a Phase I Environmental <br />Site Assessment [If Required & Authorized (see below)]. <br />Regulatory Records Review <br />U.S. and Ohio Environmental Protection Agency (EPA) files will be requested for any <br />properties that are deemed to be suspect with regards to contamination. EPA and State <br />agency lists will also be reviewed to determine the retative proximity of any spills, landfills, <br />uncontrolled sites, RCRA sites, and Superfund sites within 0.5 miles of alignments.
