<br />does not comply with the provisions of this Code, City Ordinances, or the Fire <br />Prevention Code. <br />713.03 LICENSE REQUIRED; FEE. <br />No person shall let, rent or lease for occupancy, either as owner, lessor, agent <br />or attorney, a rental unit or units within the City without first having obtained a license <br />from the Building Department. The license shall be renewable on January 1 of every <br />year thereafter. <br />The fee for such license shall be thirty dollars ($30.00) plus an additional <br />fifteen dollars ($15.00) for each individual rental unit to be occupied. <br />713.04 APPLICATION FOR LICENSE. <br />(a) New Construction. Application for licenses shall be obtained from the Building <br />Department at the time a building permit is issued for construction of such rental units. <br />The application shall be returned to the Building Commissioner with the required <br />license fees before a certificate of occupancy is issued. <br />(b) Existing Rental Units. Applications for license of rental units that have not been <br />required to register prior to the passage of Section 713.01, shall be filed with the <br />Building Commissioner before July 1, 2007. <br />(c) Applications. Applications for a license shall be made on forms supplied by the <br />Building Department. The application shall require: a) the name, address and <br />telephone number of the owner of the property; b) if the owner is a limited partnership, <br />corporation or limited liability company, the name, address and phone number of the <br />statutory agent of such entity; c) if the owner is a general partnership, the name address <br />and phone number of the general partner to receive notices relating to the rental unit(s); <br />d) the address of the property and the number of rental units located at the property; e) <br />the name, address and telephone number of any agent or manager of the property; fj a <br />description of the rental units including the type and number of rooms as well as the <br />square footage of each room; g) the name of each person residing in each rental unit as <br />of the date of application; h) the signature and name of the person submitting the <br />application; and i) the date the application is executed. <br />713.05 INSPECTIONS. <br />The Building Commissioner or his or her agent, is hereby authorized to make, <br />or cause to be made, inspections of all structures or premises containing rental units to <br />determine whether such structures or premises comply with City Ordinances, the Fire <br />Prevention Code, or State laws. The Commissioner shall notify the owner of any <br />rental unit that is to be inspected, or his agent, that arrangements must be made with <br />the Building Commissioner for an inspection appointment within ten (10) days of such <br />notice. The owner or agent, upon consent, shall cause the entire structure to be <br />accessible for inspection at the time arranged, which shall be during regular business <br />hours. If the owner or agent, or an occupant, refuses to consent to an inspection of the <br />subject property, or if consent is otherwise unobtainable, the Commissioner or his or <br />her agent shall not make such inspection without first obtaining a search warrant,
