CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2006 - 126 <br />BY: Mayor O'Grady <br />AN ORDINANCE DISPENSING WITH A FORMAL RFP PROCESS <br />AND AUTHORIZING THE MAYOR TO ENTER INTO A <br />PROFESSIONAL SERVICES CONTRACT WITH THE URBAN <br />DESIGN CENTER OF NORTHEAST OHIO FOR THE PURPOSE OF <br />CREATING A DESIGN PLAN AND REDEVELOPMENT STRATEGY <br />FOR THE CROCKER-STEARNS CORRIDOR, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, the Crocker-Stearns corridor was designated as a focus area in the <br />2005 Master Plan, which recommended that more detailed planning focused on <br />redevelopment take place prior to construction of the extension; and <br />WHEREAS, the Urban Design Center of Northeast Ohio ("UDC"), a unique and <br />regionally respected design collaborative, provides technical design assistance on a <br />contract basis to urban communities and neighborhoods seeking to become more livable <br />places; and <br />WHEREAS, the fees of the UDC are subsidized by the Ohio State Board of <br />Regents and by private philanthropy, so that services are available at a much reduced fee <br />from private consulting firms, and, because of its links to Kent State University anc' <br />regional non-profit planning organizations, the UDC is able to offer a wealth of resources <br />to communities that private firms cannot offer; and <br />WHEREAS, the Director of Planning recommends that the City enter into a <br />contract with UDC to create a design plan and redevelopment strategy far the Crocker- <br />Stearns corridor; and <br />WHEREAS, it is the desire of this Council, acting on the recommendation of the <br />Director of Planning, to dispense with a formal RFP process and authorize the Mayor to <br />enter into a contract with the Urban Design Center of Northeast Ohio to provide said <br />professional services to the City; <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY <br />OF N ORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Administration is authorized to dispense with the formai <br />RFP process otherwise required by Sections 111.03 et seq. of the Administrative Code, <br />and the Mayor be and he is hereby authorized to enter into a contract with the Urban <br />Design Center of Northeast Ohio ("UDC") for the purpose of creating a design plan and <br />redevelopment strategy for the Crocker-Stearns corridor.
