<br />4. CONSIDERATION OF PROPOSALS <br />A. Any proposals submitted to the City are to be prepared at the Proposer's expense. <br />B. Any assumptions made by the Proposer in preparing the proposal must be listed <br />separately and attached to the proposal in writing. <br />C. The City does not obligate itself to accept any proposal. <br />D. The City reserves the right to reject any and all proposals and will have no liability <br />whatsoever to any Proposer whose proposal is not accepted. <br />E. Acceptance of a proposal will not constitute an agreement between the Proposer and <br />the City. Any proposal will not be binding on the City unless and until an Agreement <br />covering all conditions and provisions of the Design Consulting Services has been <br />reduced to writing, executed by both the successful Proposer and the City and <br />attachment of the appropriate certificates. <br />5. PROJECT DESCRIPTION <br />The project area is located on the second floor of City Hall, to include Council Chambers, <br />Council's Caucus Room and the equipment room north of Council Chambers. A floor plan of <br />the second floor is an attachment to this RFP. <br />A. Council Chambers <br />Currently, Council Chambers is equipped with an audio-only, tape recording system. <br />Council Chambers is used for public meetings of City Council, Planning & Design <br />Commission and other boards and commissions. <br />Consultants shall design and specify system requirements for a modern audiovisual <br />recording system. The audio system should be able to both amplify and record sound, <br />along with all associated equipment. Additionally, the system should include a visual <br />recording component so that meetings may be broadcast via the City's website and/or <br />cable channel. <br />Consultants shall take into account the possible future integration of a <br />projection/presentation system. <br />B. Council Caucus Room <br />A new Caucus Room is being constructed as part of front entrance renovations. The <br />Caucus Room is used for Council Committee meetings and Council's caucus prior to <br />regular meetings. <br />Consultants shall design and specify system requirements for a modern audio <br />recording system.
