<br />? <br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 2006 - 111 <br />BY: Mayor O'Grady <br />AN ORDINANCE AUTHORIZING THE MAYOR TO <br />REQUEST PROPOSALS FROM QUALIFIED PERSONS <br />AND/OR FIRMS TO PROVIDE PROFESSIONAL LABOR <br />NEGOTIATOR SERVICES FOR THE YEARS 2006-2007; AND <br />FURTHER AUTHORIZING THE MAYOR, SUBJECT TO <br />APPROVAL OF THE BOARD OF CONTROL, TO ENTER <br />INTO AN AGREEMENT WITH THE LABOR NEGOTIATOR <br />AND/OR FIRM SELECTED IN THE RFP PROCESS AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, Section 4117.10 of the Ohio Revised Code designates the mayor of a <br />municipal corporation as the official "responsible for negotiations in the collective <br />bargaining process;" and <br />WHEREAS, the Mayor has recommended to this Council that it authorize him, <br />pursuant to the provisions of Sections 111.03 of the North Olmsted Codified Ordinances, <br />to initiate an RFP process to select a qualified labor negotiator to conduct labor <br />negotiations on behalf of the City, as employer, during the 2006-2007 collective <br />bargaining cycle; and <br />WHEREAS, in accordance with the recommendation of the Mayor, it is the desire <br />of this Council to authorize the Mayor to request proposals from persons and/or firms, <br />including but not limited to lawyers and law firms, to submit proposals to provide such <br />professional labor negotiator services during the 2006-2007 collective bargaining cycle, <br />and further to authorize the Mayor to enter into an agreement with the person and/or <br />firms selected in the RFP process and approved by the Board of Control; <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO:
