2. <br />(c) Upon notiYication from the United States Militazq or Naval forces <br />of iapending attack from ar?q foreign poxer, or upon proclamation of nnlinited <br />emergency because of riot, civil coamation, fire, flood or othsr siailar disaater <br />From the Goveraor of the State of Ohio, or the Contrizller, or in hi.s absencs, <br />the Firat Aasistant Controller, or in the absence of bcth, azy of the Assis- <br />taat Coirt.rollers in accordance with their raxik and the absencs of their snper- <br />iors, the Contmller, and his assistanee ia accordance with their rank, shall <br />assnme fu11 comnand, pawer and authoritg over all of the safetg and servi.ce <br />forces hereinbefore referred tc, of the muncipatities joilii.Ilg in this oontract, <br />includi.ng all such regular, auxil.iary or wlvnteer forces; each party hereto <br />agreeing that any of its equipment or persorvael hereinbefore referred to may <br />be used for emergency purposes in the territory of any other party hereto. <br />(d) The Controller, or in his absence, the Assistant Controllers <br />in accordance with their rank, shall transmit warnings to the various Civilian <br />Defense Report Centers throughout Cvyahoga County as promptly as he receives <br />them through the Civilian Defense Warning 6enter, and shall require any <br />Report Centar to dispatch auch assistancs as may be necessary in his 3udg- <br />msnt and discretion,, from one fteport Center Area to another to meet whatever <br />emergencies laay exist or to stand by for probable future iacidences. Dis- <br />patchiag within arq Report Center area ahall be done by persons in cbarge <br />at the fteport Center, but subject to the general control and supervisioA <br />of the Corttroller of Assistant Controller. <br />(e) All parties further mutually agree that this agreement ahall <br />ruu for the present war emergeney on]y., but not more than three years from snd <br />after the first day of Januaty, 1942, and that the eonsideratioa therefor is <br />the mutual benefit which will inure to each party from the greater security <br />and safety to the lives and property of its citizens. Provided,, however, <br />that any party to this agreeaent may withdrax from garticipation by resolution <br />of ita legislative body and by giving notice in writing oY its intentian to with.• <br />draw, at least thirty days in advance, tc the executive head of each municipality <br />then a party to this agreenent., and to the Contrvller. <br />Section 2.
