,~... <br />NORTH OLMSTED ORD. 94-119 <br />PAGE 2 <br />Department of Public Service, a Department of Human Resources and a Department of Budget <br />and Management are hereby established, and the Council shall hereby provide by ordinance for <br />the organization thereof. The Council may establish by ordinance new departments or divisions <br />thereof. Except as to departments or divisions thereof established by Charter, council may <br />combine or abolish departments and divisions as it may deem necessary and may authorize one <br />person to be the head of two or more departments or divisions. Except as otherwise provided <br />by Charter, all appointments and removals in the several departments shall be made by the <br />respective directors. <br />SECTION 7: DIRECTOR OF BUDGET AND MANAGEMENT <br />A. The Director of Budget and Management shall be the head of the Department of Budget <br />and Management. Said Director shall not hold any other elective or appointed office or other <br />full time employment, public or private. Said Director shall be chazged with the responsibility <br />of planning, preparing and executing the annual budget and annual appropriations. Said Director <br />shall direct the execution of the budget to maintain the programs, appropriations and limitations <br />established by the Mayor and enacted by Council. Said Director shall advise and consult with <br />the Council and all department heads in matters dealing with budgetary matters. Said Director <br />shall also evaluate and recommend approval or disapproval of budget and appropriation <br />adjustment requests requiring Council's action. <br />B. In addition to the duties specified in subsection A hereof, the Director of Budget and <br />Management shall be the Purchasing Agent for the City. As Purchasing Agent, said Director <br />shall make all purchases of material, equipment, supplies, personal services, labor and other <br />goods and services as may from time to time be either authorized by appropriation or resolution <br />or ordinance. Said Director shall purchase said goods or services at the lowest and best price <br />in conformity with standards and specifications established by the proper administrative office. <br />Said Director shall be subject to the public bidding provisions of this Charter and shall establish <br />uniform purchasing procedures for all offices and departments of the City. Said Director shall <br />also perform such other duties consistent with this office as may be required by ordinances of <br />Council or as directed by the Mayor. <br />SECTION 2: That if such amendment is approved by a majority of the electors voting <br />thereon at such election, it shall become effective from and after the time of its approval by the <br />electors. <br />SECTION 3: That the Clerk of Council is hereby authorized and directed to forwazd a <br />certified copy of the proposed Charter Amendment to be published in such manner as may be <br />authorized by law. <br />
