<br />CITY OF NORTH OLMSTED <br />RESOLUTION NO. 94-70 <br />BY.• THE MAYOR AND ENT/RE C/TY COUNC/L <br /> <br />A RESOLUT/ON /N SUPPORT OF THE STATE CAPITAL <br />IMPROVEMENTS PROGRAM (ISSUE 2) AND URGING /TS <br />REAUTHORIZATION AND DECLARING AN EMERGENCY. <br />WHEREAS, in 1987 Ohioans approved Issue 2, an amendment to the <br />Ohio Constitution authorizing the state to issue funding for local infrastructure <br />improvements; and <br />WHEREAS, the state can issue up to $120 million per year for not more <br />than ten years and that the total amount of debt issued cannot exceed <br />$1.2 billion; and <br />WHEREAS, the program will meet the debt ceiling of $1.2 billion in 1996 <br />and will be terminated; and <br />WHEREAS, the state established the Ohio Public Works Commission to <br />oversee the distribution of the funds and to approve projects recommended by <br />the local public works integrating committees; and <br />WHEREAS, Cuyahoga County (District One) has received about <br />$117 million for road, bridge, water, sewer, wastewater and solid waste projects <br />since 1988 to assist fifty communities in constructing 195 capital infrastructure <br />projects; and <br />WHEREAS, the State Capital Improvement Program has demonstrated <br />the ability of local officials to cooperative/y work for the improvement of the <br />County's economic competitiveness, human health and quality of life. <br />
