(d) The Director shall have charge of all staff within the Department and charge of all <br />programs and projects that will facilitate the orderly and comprehensive <br />development of the City in order to preserve and improve the quality of life and <br />economic well being of the City. The Director shall develop and implement <br />policies, programs, plans and strategies for the retention, expansion and location <br />of businesses, offices and industries in the City in a well planned manner <br />consistent with the current Charter of the City and in conformity with the goals <br />and objectives of the City Master Plan. <br />179.03 REMOVAL OF DIRECTOR. <br />The Mayor may remove the Director of Planning only with the concurrence of two-thirds <br />(2/3) of the members of Council eligible to vote. <br />179.04 SECRETARY TO DIRECTOR OF PLANNING. <br />There is hereby created the full-time position of Secretary to the Director of Planning, <br />which shall be appointed by and be answerable to the Director of Planning. The Secretary to the <br />Director of Planning shall have the qualifications of a Secretary I, and shall perform the duties of <br />a Secretary I as required and directed by the Director of Planning. In addition, when the <br />Secretary position in the Office of the Mayor is vacant, the Secretary to the Director of Planning <br />shall perform secretarial duties for the Office of the Mayor as directed by the Mayor and the <br />Director of Planning. <br />
