CHAPTER 179 <br />Department of Planning and Development <br />179.01 Establishment <br />179.02 Director of Planning and Development <br />179.03 Secretary to Director of Planning and Development <br />179.04 Economic Development Manager <br />179.05 Clerk of Commissions <br />179.06 Division of Building <br />EXHIBIT <br />~ 11.1-~ :IJ <br />a (~ <br />1/ <br />179.07 Division of Engineering <br />179.99 Composition and Organization of the Department of Planning and Development <br />179.01 ESTABLISHMENT. <br />Pursuant to the authority of the Charter, Article V Section 1, there is hereby established <br />the Department of Planning and Development. The staffing of the Department of Planning and <br />Development is hereby established and is reflected in the organizational chart for the Department <br />of Planning and Development contained in Section 179.99(a), which is incorporated herein as if <br />fully rewritten. <br />179.02 DIRECTOR OF PLANNING AND DEVELOPMENT. <br />The Department of Planning and Development shall be headed by the Director of <br />Planning and Development who shall be responsible for the administration and implementation <br />of plans and programs for the comprehensive and orderly development of the City. The Director <br />shall be responsible for the development, maintenance, periodic update and administration of the <br />City's Master Plan and Planning and Zoning Code. The Director shall provide guidance to the <br />Mayor, Council, boards and commissions regarding public and private development within the <br />City. <br />(a) Appointment, Term, Removal and Qualifications. The Director shall be a full- <br />time employee appointed by the Mayor, which appointment and term shall be governed by <br />Charter Art. III, §5(a). The Mayor may remove the Director with the concurrence oftwo-thirds <br />(2/3) of the members of council eligible to vote. <br />The Director shall have a Bachelor or Masters Degree in City Planning, Urban Studies or <br />related field, with at least two years experience in city planning and zoning administration and <br />shall be a member in good standing of the American Institute of Certified Planners. <br />(b) Duties. <br />(1) The Director shall coordinate and assist in interdepartmental review of <br />subdivision and development plans with the directors of other affected <br />departments.
