139.08 COMPULSORY RETIREMENT FOR POLICE AND FIRE PERSONNEL. <br />(a) Effective February 1, 1966, no full-time members of the City Police <br />Division or full-time members of the City Fire Division shall be employed or continue to <br />serve as a member of the Police Division or Fire Division after attaining the age of sixty- <br />five, except school guards and recent full-time members of the Police Division and Fire <br />Division, who shall be permitted to continue their employment past age sixty-five until <br />they have completed twenty-five years of continuous service, contingent upon the <br />individual passing an annual physical examination given by a physician selected by the <br />City. <br />(b) The Clerk of Council is hereby instructed to forward a copy of this section <br />to each member of the Police Division and Fire Division, except school guards, and to <br />each new member of the Police Division and Fire Division. <br />139.09 DIVISION OF YOUTH SERVICES. <br />(a) There is hereby created the Division of Youth Services within the <br />Department of Public Safety. The Division shall be headed by the Youth Services <br />Administrator, which shall be a full-time position. The Youth Services Administrator <br />and all other positions in this Division, shall be appointed by and answerable to the <br />Director of Public Safety. <br />(b) The Youth Services Administrator shall provide direct services to youth <br />and families including counseling, crisis intervention and coordination of services; shall <br />act as liaison with the Police Department and courts relative to juvenile justice prevention <br />services and diversion; shall coordinate services and programs with the North Olmsted <br />schools, local parochial schools, and other youth cooperatives in the North Olmsted <br />community; and shall perform such other duties consistent with his or her position as <br />assigned by the Director of Public Safety. <br />(c) The Youth Services Administrator shall be required to have a bachelor's <br />degree in an appropriate field of study (e.g., psychology, social work, counseling, human <br />services) from an accredited university or college, and shall further be required to hold <br />and maintain a license from the State of Ohio as a social worker or professional <br />counselor. <br />(d) The Division shall also include the following support positions for the <br />Youth Services Coordinator: <br />(1) Youth Services Program Assistant (part-time); and <br />(2) Intervention Specialist CDP (part-time), each of who shall work <br />under the direction and supervision of the Youth Services <br />Coordinator. <br />139.12 ADDITIONAL DUTIES OF SAFETY DIRECTOR. <br />The Director of Public Safety shall be required to attend all regular meetings of <br />the City Council. <br />
