Commissioner within the Department of Public Safety, such person being under the supervision of the Director of Public Safety. (b) The duties of the Parks and Recreation Commissioner shall be established by the Parks and Recreation Commission, and they shall include, but not be limited to, the following: (1) Develop and coordinate a comprehensive recreation program for the Recreation Center; (2) Develop the appropriate fee schedules for the use of the Recreation Center; (3) Develop and submit to the Parks and Recreation Commission a comprehensive budget with appropriate fees and expenses for the Recreation Center; (4) Select, evaluate, retain and discharge necessary personnel to adequately staff the Recreation Center and to conduct the recreation program in accordance with the approved budget subject to the approval of the Parks and Recreation Commission; (5) Develop appropriate job descriptions for all persons working under his direction; (6) Present to the public the recreation program in an organized effort to promote use of the Recreation Center facilities; (7) Work with the City Finance Director to establish bookkeeping and inventory systems so that the Recreation Center financial records will be complete, accurate and meaningful; (8) Prepare the annual report of the Recreation Center; (9) Develop meaningful programs for the handicapped, both mental and physical; (10) Constantly evaluate the success or failure of programs; (11) Approve the payment of all budgeted expenditures of the Recreation Center and submit them to the Finance Department; (12) Establish a safety program for all equipment and activities; and (13) Provide maintenance necessary to keep all facilities and equipment in good and safe working order. (c) The compensation to be paid to the Parks and Recreation Commissioner shall be determined by Council. 139.07 CRIMINAL RECORDS CHECKS REQUIRED FOR CONTRACTORS OF DIVISION OF PARKS AND RECREATION. (a) All City contractors who, pursuant to contract, provide services directly to children at any of the City's parks or recreation facilities, shall be required to undergo a criminal records check prior to providing any such services. In addition, if any such City contractor employs individuals or subcontracts with individuals who provide services directly to children at any of the City's parks or recreation facilities, then such employees or subcontractors shall likewise be required to undergo criminal records checks prior to providing such services. (b) City contractors who contract with the City to provide such services to children, or who employ or subcontract with individuals who provide such services to children, shall be required to reimburse the City for the cost the City incurs in conducting any criminal records checks pursuant to the provisions of this section; provided, however, that reimbursement shall be waived for any City contract that involves an expenditure of funds in an amount of $350.00 or less.
