Commissioner within the Department of Public Safety, such person being under the <br />supervision of the Director of Public Safety. <br />(b) The duties of the Parks and Recreation Commissioner shall be established <br />by the Parks and Recreation Commission, and they shall include, but not be limited to, <br />the following: <br />(1) Develop and coordinate a comprehensive recreation program for <br />the Recreation Center; <br />(2) Develop the appropriate fee schedules for the use of the Recreation <br />Center; <br />(3) Develop and submit to the Parks and Recreation Commission a <br />comprehensive budget with appropriate fees and expenses for the <br />Recreation Center; <br />(4) Select, evaluate, retain and discharge necessary personnel to <br />adequately staff the Recreation Center and to conduct the <br />recreation program in accordance with the approved budget subject <br />to the approval of the Parks and Recreation Commission; <br />(5) Develop appropriate job descriptions for all persons working under <br />his direction; <br />(6) Present to the public the recreation program in an organized effort <br />to promote use of the Recreation Center facilities; <br />(7) Work with the City Finance Director to establish bookkeeping and <br />inventory systems so that the Recreation Center financial records <br />will be complete, accurate and meaningful; <br />(8) Prepare the annual report of the Recreation Center; <br />(9) Develop meaningful programs for the handicapped, both mental <br />and physical; <br />(10) Constantly evaluate the success or failure of programs; <br />(11) Approve the payment of all budgeted expenditures of the <br />Recreation Center and submit them to the Finance Department; <br />(12) Establish a safety program for all equipment and activities; and <br />(13) Provide maintenance necessary to keep all facilities and equipment <br />in good and safe working order. <br />(c) The compensation to be paid to the Parks and Recreation Commissioner <br />shall be determined by Council. <br />139.07 CRIMINAL RECORDS CHECKS REQUIRED FOR CONTRACTORS <br />OF DIVISION OF PARKS AND RECREATION. <br />(a) All City contractors who, pursuant to contract, provide services directly to <br />children at any of the City's parks or recreation facilities, shall be required to undergo a <br />criminal records check prior to providing any such services. In addition, if any such City <br />contractor employs individuals or subcontracts with individuals who provide services <br />directly to children at any of the City's parks or recreation facilities, then such employees <br />or subcontractors shall likewise be required to undergo criminal records checks prior to <br />providing such services. <br />(b) City contractors who contract with the City to provide such services to <br />children, or who employ or subcontract with individuals who provide such services to <br />children, shall be required to reimburse the City for the cost the City incurs in conducting <br />any criminal records checks pursuant to the provisions of this section; provided, however, <br />that reimbursement shall be waived for any City contract that involves an expenditure of <br />funds in an amount of $350.00 or less. <br />
