(c) The prohibition of possession, use, sale or consumption of alcoholic
<br />beverages at North Olmsted Park shall not apply on September 1, 2007 only,
<br />from 12 noon till 5 pm, in conjunction with the AFL-CIO Labor Day Parade,
<br />provided that the AFL-CIO obtains a parade permit from the Director of
<br />Public Safety for that day pursuant to the provisions of Section 311.02 of the
<br />Codified Ordinances.
<br />BE AND HEREBY IS AMENDED, AS FOLLOWS:
<br />957.01 PERMITTED CIRCUMSTANCES.
<br />The sale and consumption of alcoholic beverages shall be permitted despite the
<br />provisions of Section 529.09 prohibiting such sale and consumption, only under the following
<br />specific circumstances.
<br />(a) The prohibition of possession, use, sale or consumption of alcoholic beverages in
<br />public buildings or on public grounds shall not apply to municipally owned golf
<br />courses, dance halls or party centers.
<br />(b) The prohibition of possession, use or consumption of alcoholic beverages in
<br />public buildings or on public grounds shall not apply to municipally owned senior
<br />housing or any of the accessory buildings associated therewith, and located on the
<br />grounds of the senior housing complex.
<br />(c) The prohibition of possession, use, sale or consumption of alcoholic beverages at

<br />hours of operation for the North Olmsted Homecoming, as such hours are
<br />established by the North Olmsted Community Council. The use, sale and
<br />consumption of alcoholic beverages as authorized herein is limited to the use,
<br />sale and consumption of beer only.

<br />SECTION 3: That this Ordinance is hereby declared to be an emergency measure
<br />immediately necessary for the preservation of the public health, safety and welfare, and for the
<br />further reason that because Council is not in session in July, 2010, the required three readings
<br />plus thirty days will result in an effective date after the 2010 North Olmsted Homecoming event,
