(4) To ensure that the announcements placed in ar at these nonpublic <br />forums are of genuine community interest; and to ensure that these <br />nonpublic forums are easily accessible by community <br />organizations. <br />(b) The regulations in this chapter pertaining to the City's website as <br />described in Section 177.01(a)(4) are enacted for the following purposes: <br />(1) To make the City's website as described in Section 177.01(a)(4) a <br />nonpublic forum solely to further the limited purposes set forth in <br />this Section 177.02(b); <br />(2) To allow links from the City's internet site, <br />http://www.northolmsted.com, internet sites of community <br />organizations where links to such sites positively promote the <br />welfare and development of North Olmsted. Such organizations <br />may include, but not be limited to, organizations that meet the <br />City's goal of: <br />A. Promoting tourism; <br />B. Enhancing neighborhood development; <br />C. Enhancing youth development; <br />D. Promoting a positive image of the overall quality of life in <br />North Olmsted. <br />177.03 APPLICATIONS; REVIEW BY MAYOR'S DESIGNEE. <br />(a) Community organizations desiring to announce community events on <br />banners or on the two changeable copy signs owned by the City, or <br />wishing to link to the City's website, shall make an application to the City <br />in writing, on a form prepared by the City. The Mayor shall be the City <br />official responsible for: <br />(1) Receiving and acting upon applications for access to the nonpublic <br />forums; <br />(2) With respect to the banners and changeable copy signs, <br />determining the maximum number of space, in characters, <br />available for messages; and <br />(3) Authorizing written opinions whenever an application is denied; <br />explaining the grounds for denial. <br />The Mayor shall designate a member of his staff to review and act upon <br />applications made pursuant to this chapter. <br />(b) Applications regarding banners and signs must be completed and signed <br />no later than thirty (30) days prior to the time the applicant requests that <br />the announcement be made. <br />(c) Applications shall contain all information requested by the form adopted <br />by the City, including but not limited to the name and address of the <br />community organization representative responsible for submitting the <br />application and supplying any additional information necessary to the <br />processing of the application. Additionally, the applications for signs and <br />banners shall include the date the announcement is requested.
