This <br />Council has found, as more fully set forth in the preamble to Ordinance No. 2006-48, that there is a need to regulate <br />dance halls, and specifically teen dance clubs, in the City of North Olmsted in order to protect and preserve the <br />health and safety of teenagers under the age of 18 in the City of North Olmsted. <br />The purpose of this Code is to regulate dance halls and teen dance clubs in order to prevent indecency, <br />disorder, violence, and other harm; to preserve peace and good order and to suppress vice; and to protect against fire <br />and other dangers. In addition, it is the purpose of this Code to promote the health, safety and welfare of teenagers <br />by allowing teen dance clubs, but making such clubs off-limits to older persons who may pose a risk of danger to <br />teenagers. <br />763.02 DEFINITIONS. <br />(a) "Public dance", as used in this chapter, means any dance to which admission maybe had by payment <br />of a fee or by the purchase, possession or presentation of a ticket or token obtained for money or any valuable thing; <br />or in which a charge is made for caring for clothing or other property; or dance where a permanently organized <br />society, club, firm, organization or corporation leases, rents or collects a fee for the use of any room, place or space; <br />or any other dance to which the public generally may gain admission with or without the payment of a fee. "Public <br />dances" do not include "Private dances" as defined below. <br />(b) "Public dance hall", as used herein, means any room, place or space in which a public dance shall be <br />held or any hall in which instruction in dancing is given for hire. Public dance halls do not include Teen dance clubs <br />as defined below. <br />
