<br />post a notice of the opening for seven (7) consecutive calendar <br />days on bulletin boards within each department. The notice shall <br />contain the job classification title, rate of pay, department, <br />and a brief job description. Employees in other job classifi- <br />cations with equal, lower or higher rates of pay or in the same <br />classification in other departments may apply for the opening. <br />The written application is to be filed with the Service Director <br />by the end of the posting period. The classifications of <br />Laborer "C", Building Piaintenance and Laborer in the Waste Water <br />Treatment Plant & System will not be posted for bid. An employee <br />who had completed his probationary period on or before July 18, <br />1977 may apply for a future opening in one of these non-biddable <br />classifications by making a written application with the Public <br />Works Commissioner. Such applications will be considered before <br />hiring a new employee and the applicant's eligibility for the <br />classification will be determined under Paragraph 45. If such <br />application is rejected, the applicant may grieve. <br />45. All timely applications will be reviewed by the City <br />and the job shall be awarded within five (5) working days to the <br />most senior applicant in the next lower classification in the <br />family of jobs who has the experience, skill, and ability to <br />perform the work in question.
