SECTION 4: That excluding secretarial and clerical employees, the Income Tax Administrator having completed five (5) years of full-time continuous service as an employee of said department, shall be paid an additional 40 of his base annual salary thereafter until completion of ten (10) years full-time continuous service; after which such employee shall receive 5% of his base annual salary, thereafter until the completion of the fifteenth (15th) year of continuous full- time service; and thereafter 60 of his base annual salary until after the completion of the twentieth (20th) year of continuous full-time service, and during each year of full-time service thereafter he shall receive 7% of his base annual salary as longevity increments. SECTION 5: That all full-time employees of the Finance Department shall receive the following holidays off, unless requested to work by the Director of Finance in emergencies, and shall receive the regular rate of pay: New Year's day; Memorial Day; Independence Day; Labor Day; Thanksgiving Day; Christmas Day; President's Day; the employee's birthday; and floating holiday. SECTION 6: That all full-time employees of the Finance Department shall be entitled to an annual vacation in accordance with the following schedule: 1 to 5 Years inclusive, of full-time service - Two Weeks Vacation 6 to 11 Years inclusive, of full-time service - Three Weeks Vacation 12 to 19 Years inclusive, of full-time service - Four Weeks Vacation 20 Years and over of full-time service - Four Weeks Vacation SECTION 7: That the Assistant Director of Finance is hereby authorize to sign checks on behalf of the City of North Olmsted, but only in the event the Director of Finance is absent from the City or on vacation. SECTION 8: That the Clerk of Council is hereby directed to forward a copy o this Ordinance to the Director of Finance immediately upon its passage. SECTION 9: That all other ordinances or resolutions or parts of ordinances or Resolutions, in conflict herewith to the provisions of this Ordinance, are hereby repealed, especially Ordinance No. 76-114 enacted September 7, 1976. SECTION 10: That this Ordinance is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare, and for the further reason that it is immediately necessary to review all pay scales and bring them into line due to inflation and cost of living increases, and further provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
