(a) For premises supplied by metered public water supply, the following rates shall apply to be computed on the basis of water consumption as measured by such water meter, to-wit: (1) From August 1, 1971 to January 31, 1976, $6.95 for the first 1,000 cubic feet or any portion thereof of water consumed per quarter, and at the rate of $6.95 per 1,000 cubic feet of water consumed thereafter, but not less than $6.95 per quarter. (2) From February 1, 1976 to April 1, 1977, $7.45 for the first 1,000 cubic feet or any portion thereof of water consumed per quarter, and at the rate of $7.45 per 1,000 cubic feet of water consumed there- after, but not less than $7.45 per quarter. (3) From and After April 1, 1977, $11.92 for the first 1,000 cubic feet or any portion thereof of water consumed per quarter, and at the rate of $11.92 per 1,000 cubic feet of water consumed thereafter, but not less than $11.92 per quarter. The rate established in (a)(2) hereof shall continue in effect and the rate established in (a)(3) hereof shall not go into effect as specified provided that a Charter Amendment, which is presently scheduled to be voted upon in a special election on March 22, 1977, is adopted. Said Charter Amendment, if adopted, would provide a method of financing the debt services for the sewer treatment facilities up to a maximum of three mills. If the voters of the City of North Olmsted fail to approve said Charter Amendment, then the rate established in (a)(3) shall be $11.92 for the first 1,000 cubic feet, or any portion thereof, of water consumed per quarter and become effective from and after April 1, 1977. In addition to the rates established by this section, there shall be an additional charge of ninety cents ($.90) per quarter which is designed to cover costs incurred by the City for the issuance of quarterly billing statements. (b) For premises supplied other than by metered public water supply, there shall be charged the f_ollowingflat monthly rates: (1) From February 1, 1975 to January 31, 1977, $9.08 per month provided that for prompt payment of such billing, by the City of North Olmsted, such rate shall be reduced to $8.95 per month. (2) From and after February 1, 1977, $14.53 per month provided that for prompt payment of_ such billing, by reduced to $14.32 per month. (c) The rates to be charged to users whose premises are located outside the City limits, other than political subdivisions having special service contracts with the City. of North Olmsted, shall be negotiated by the Mayor and/or the Director of Public Service and approved by the Council. Any such user shall first obtain the approval of the Director of Public Service before making connections to the system and conform to such requirements as may be prescribed in the regulations prescribed by such Director.
