CITY OF NORTH OLMSTED <br />ORDINANCE N0. 79-139 <br />PAGE S. <br />1000.03 INIPROVEMENT PLANS AND SpF,CIFICATIONS FOR <br />MAJOr SUBDIVISIONS <br />Any developer wishing to improve a subdivision <br />shali submit to the City Engineer his nlans and specifica- <br />tions which shall be prepared by a Civil Engineer duly reg- <br />istered in the State of Ohio. The seal of said Civil <br />Engineer shall appear on said plans. Additionally, said plans <br />and specifications shall contain the following information: <br />(a) The imProvement plans shall be drawn with <br />permanent ink on linen cloth or other equal material. The <br />linen shall be two feet by three feet. The original material <br />on which the plans are drawn shall be the property of the <br />City when the construction is complete and before acceptance <br />of the improvements by the City Engineer. When the original <br />plans are turned over to the City, theY shall reflect the <br />improvements as constructed. <br />(b) The scale shall be one inch (1") = fifty feet <br />(501) or smaller horizontal; orie inch (1") = five feet (5') <br />vertical unless waived by the City Engineer. <br />1000.04 FINAL ACCEPTANCE AND DEDICATION OF MAJOR <br />SUBDIVISIONS <br />(a) Before a building permit is issued with respect <br />to construction within a subdivision, all required improve- <br />ments must be constructed and installed to the satisfaction <br />of the City Engineer. If some improvements are not completed, <br />the Engineer iii his sole discretion, may require a performance <br />bond eaual to the total cost of the improvements yet to be <br />cornpleted. Said bond shall set forth the City of North <br />Olmsted as beneficiary and shall be issued by a reputable <br />and solvent bonding company, licensed to do business in the <br />State of Ohio, and shall be deposited with the City Engineer <br />and retained by the City of North Olmsted until all improvements <br />are constructed to the satisfaction of the City Engineer. <br />(b) After the sewer, water and paving improvemerits <br />are constructed, anproved, accepted for dedication, the <br />developer shall provide the City with a two-year maintenance <br />bond of at least ten percent (100) of the approved estimated <br />cost of construction. The acceptance of the dedication shall <br />not affect the maintenance bond. <br />(c) The developer shall complete the construction of <br />all improvements or repairs required within two (2) years <br />from the date of the permit. Otnerwise, the City shall have <br />the right to use the nerformance bond money to complete or <br />repair the improvements. The aforesaid two (2) year period <br />may be extended by Council for good cause shown. <br />1000.05 RF.CORDING AND REVIEW FEES FOR MAJOR SUBDIVISIONS <br />(a) A deposit shall be nosted with the City by the <br />developer for the recording of subdivision plats, easements, <br />etc., the review of preliminary plan, topographic map, plat, <br />improvement plans atid specifications before the matter is re- <br />ferred to the Engineer or Law Director. The cost,4f ; <br />review shall be calculated on the basis of $20.00 per hour <br />spent by the City Engineer's Office and $30.00 per hour spent <br />by the City Fngineer and the Assistant City Engineer for such <br />review. If the deposit is more trian the actual cost of review, <br />the remainder shall be refunded. Tf the cost of recording ana <br />review is greater than the deposit, the deficient arnount shall <br />be paid to the City before Council approval is given.
