r-I <br />? <br />? <br />48. The City will accept applications from bargaining unit <br />employees for lateral and downward transfers, both within and with- <br />out their present department. Additionally, in the instance of <br />downward or lateral transfers, the employee shall specify in <br />writing a compelling job-related reason for the requested transfer. <br />If the specified reason demonstrates that such transfer would be <br />in the best interests of the employee and the efficiency of City <br />operation would not be affected, then his application shall be <br />considered with all non-downward and non-lateral transfer <br />applications for the position in question. <br />49. In order to facilitate promotions within the bargaining <br />unit, the City shall implement a job training program for Service <br />Department employees. Upon application in writing by an employee, <br />the City shall guarantee, on a date determined by the City within <br />its management discretion, one eight (8) hour workday of on-the- <br />job training (OJT) per month in a job classification immediately <br />above his own. <br />'? 50. An employee awarded a job under Paragraph 46 of this <br />fw Memorandum will be given reasonable help and supervision and shall <br />on <br />0 be allowed a reasonable period of time to qualify but not more than <br />an thirty (30) calendar days.
