Any <br />decision of the arbitrator shall be submitted to the Council of <br />the City of North Olmsted. The Council shall have thirty (30) <br />days to review said decision within which time they may, by a <br />two-thirds vote (or 5 votes) of all members of Council, reject <br />the arbitrator's recommendation. If the Council fails to reject <br />the recommendation by the required vote, then the arbitrator's <br />recommendation shall become final and binding and the rate of <br />pay shall be retroactive to the commencement of discussions <br />between the Union and the City in accordance with this paragraph. <br />Any rate and classification agreed to by the City and the Union <br />IN or recommended as provided herein by an arbitrator and not <br />ow rejected by Council shall become part of the wage schedule to <br />,. this Memorandum of Understanding. In the event the Council rejects <br />the arbitrator's recommendation, as hereinbefore provided, the <br />initial procedure of this paragraph shall be reinstituted until a <br />recomnendation is accepted or an agreement is reached.
