The investigation and <br />processing of grievances by Union representatives during working <br />time shall be limited to the last fifteen minutes of a shift. <br />9. The Local Union Grievance Committee shall consist of the <br />President, Secretary, the Chief Steward, and/or the Vice <br />President and/or the steward from the department involved, but <br />not more than five persons. <br />10. When there is a reduction in force, the Local Union <br />Officers, Stewards, and Alternate Stewards shall be retained in <br />preference to other employees, provided they can perform the <br />available work. <br />11. In case of a suspension or discharge, the employee shall <br />have the right to have his steward present and, upon request, <br />will be permitted to discuss his suspension or discharge with the <br />steward in an area made available by the City before he is <br />required to leave the premises. Within twenty-four (24) hours of <br />the date of a suspension or discharge, the City shall deposit with <br />the regular U.S. Mail a letter to the involved employee stating <br />the reasons for the disciplinary action taken, and shall hand <br />deliver a copy of same to a Union officer or steward. Disciplinary <br />action may be appealed by the Union through the Grievance <br />Procedure commencing at Step 2 of the Grievance Procedure, provided <br />however, that if disciplinary action is appealed by the employee <br />to the Civil Service Commission, any pending grievance protesting <br />-5-
