Security and Safety Provisions ' 7.- Con.tingency . r : 7h:e North Olmsted Recreation-Site Improvement Project will provide the construction of a 7avatory facility at the Barton and Bradley Roads Recreation Ar_ea in_the Cityof North Olmsted. This building_wi71 require the usual stages of construction which are: preliminary study.'and . -: - specificat:ions, possible excavati.on or maybe slab construction,-construct- . ion of the exterior shell'(will include masonry skills as it is presently. _ anticipated this will -be:=a block bui7ding of some type.), provisions.for - drainage, finishing of interior, p7um6ing.and other interior fixtures;. -the installation of provisions for safety-and security,.and final land= scaping and grading. This lavatory facility will provide service for both. - men and women. -It will also accomodate all participants of all ages and . the handicapped using this park. Lavatory facilities at Barton and Bradley Roads Recreation Area.: -_ ' This project will provide the constructio-n of a lavatory facility at . -a 7arge recreation park area in the City of North Olmsted. It'will provide this service for both menaand women and accommodate all participants of a17 ages using this park: The $12,000 allocation.will be used.for the costs - of preliminary -constructionspecifications and drawings, and,the construct- .- ion of this faciiity: _ It will include building'a proper structure with the necessa.ry plumbing. We will also include provisions for its safety and-. _ security.- There are no local recreation funds available for this project. - The City of North Olmsted requests that $7,707.20,- which is the.balance ? left in the Beech Lane Culvert Project account, be reprogrammed for use in ' 'this project: - We also request that th*e $2',600.Q0 allocated- for 'the - _- : - Landmarks Commission Historical Project, which has been denied, also be reprogrammed for this project. This would allow a total allocation of $22,307.20, which is a more realistic and feasib7e level of funding for constructing a lavatory facility at Barton and Bradley. Our scope of - services and related work program budget is based on $22*,307.20. . The location of this site improvement project is in a North Olmsted census tract-block group'with the highest percentage of low and moderate' income persons. This area is used"by these residents for recreational .- purposes. Also, city-wide recreation programs (programs sponsored by the City of PZorth Olmsted Recreation Commission and programs sponsored by independent and non-profit organizations) utilize this area for their _ participation. There are many program participants who are from low and - moderate income groups from other census tracts and block groups in the - City. These recreation programs, by their design, encourage the particip- ation of low and moderate income persons or low registration fee. The '
