. <br />. - ? <br />? ? • ' .».. <br />? <br />? <br />Lavatory Facilities at Barton .• Page 2. <br />and Bradley Roads Recreation Area <br />- I <br />recreation programs at this site have proven themse7ves to be a vehicle <br />to reduce the isolation of income groups. <br />The construction of this facility will also allow the elimination <br />of behavior and situations which are detrimental to the hea7th, safety, <br />and public welfare of site participants and of local residents. It <br />certainly will provide for the enforcement of proper health practices at <br />this site. <br />Its existence will not only al3ow for a more healthy and safe contro] <br />of the bodily functions of participants, but it will also motivate and <br />enforce the better practice of litter control and clean-up. 7his should <br />allow us to e7iminate the deteriorating status and pollution of the_water <br />filled ditch which runs through this property. This will lead to?a- <br />consciousness to not allow this area to become blighted and deteri'orated. <br />This facility and service would enhance the increase and expansion . <br />of recreation programming for this specific area. This will allow a more - <br />concentrated use of this area and thus a more rational use of this-. <br />community resource. It will allow for the expansion of playground_recreation <br />and recreation services for the elderly and handicapped to this park. <br />Without lavatory facilities, these new recreation programs could not be contemplated nor accomplished. The increase in-recreation activity and <br />the expansion of its comprehensiveness.wi71 increase the vitality of this <br />neighborhood and benefit the total community. ' <br />We feel there is a relative urgency with this project due to the - <br />level of use this area already-receives (and the related amount of _ <br />unhealthy, unsafe, and environmental blighting._behavior) and because of <br />the p7 ans- we woul d_ l i ke to proceed;;wi th addi"tiona7 recreati on programmi ng. <br />. <br />
