That the owners of the lots and lands set forth in Exhibit A to this resolution shall repair and replace, in accordance with the plans and specifications now on file, the sidewalks so described which abut on their respective properties by June 1, 1977, and, if such repair and replacement shall not be completed by that date, the City of North Olmsted will repair and replace said sidewalks and the entire cost thereof shall be assessed upon the property of each defaulting owner and made a lien thereon, to be collected in five annual installments as provided by law. Section 3. That the Clerk of this Council is directed to cause a written notice of the adoption of this resolution to be served on each affected property owner as required by law. Section 4. That the plans, specifications, and estimate of cost for said side- walk construction, as heretofore filed, are hereby approved. Section 5. That this resolution is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, health and safety by virtue of the need for the immediate construction of such sidewalks to permit safe passage by persons using said streets and to eliminate existing hazards to pedestrians; wherefore, this resolution shall be in full force and effect from and immediately after its passage and approval by the Mayor.
