~~. <br />CITY OF NORTH OLMSTED <br />ORDINANCE N0. 74-147 <br />~t...•- <br />BY :-.~~~ ~ i .~ <br />AN ORDINANCE REQUIRING SPECIAL REVIEW OF <br />PROPOSED STRUCTURES AND SUBDIVISIONS IN <br />THE AREA DESIGNATED AS FLOOD PRONE AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, a portion of the City of North Olmsted has been designated <br />as flood prone by letter received from the Federal Insurance Administration, <br />dated April 14, 1974, and <br />WHEREAS, the City of North Olmsted has adopted and is enforcing <br />Dwelling House Code Ordinance 2645, and <br />WHEREAS, Title 3, Chapter 5 of Ordinance 2645 adopted by the City <br />of North Olmsted prohibits any person or firm from erecting, construcing, <br />enlarging, altering, moving or demolishing any building or structure without <br />first obtaining a separate building permit for each building or structure from <br />the Building Commissioner, and <br />WHEREAS, the Building Commissioner must examine all plans and <br />specifications for the proposed construction when application is made to him <br />for a building permit; <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NOR:rH <br />OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />Section 1: That the Building Commissioner of the City of North <br />Olmsted when reviewing applications for building permits, including the plans <br />and specifications for the proposed construction, shall review all building <br />permit applications for the area designated as flood prone to determine if the <br />proposed construction is consistent with the need to minimize flood damage. <br />Section 2: That the Building Commissioner in reviewing all building <br />permit applications for construction in the flood prone area within the City <br />of North Olmsted shall require that any such proposed construction shall meet <br />certain criteria, as follows: <br />A. Be designed and anchored to prevent flotation, collapse <br />or lateral movement of the structure or portions of the <br />structure due to flooding. <br />B. Use construction materials and utility equipment that are <br />resistant to flood damage. <br />C. Use construction methods and practices that will minimize <br />flood damage. <br />D. Provide adequate drainage in order to reduce exposure to <br />flood hazards. <br />E. Locate public utilities and facilities in such a manner as to <br />be either elevated or otherwise constructed to minimize flood <br />damage, such utilities and facilities to include sewer, gas, <br />electrical and water systems. <br />Section 3: That the City Engineer in reviewing all subdivision <br />applications shall make findings of fact and determine if: <br />A. All such proposed developments are consistent with the need <br />to minimize flood damage. <br />
