(H) A fence, hedge, trees or shrubs planted so as to <br />constitute a fence, which is not more than four (4) <br />f®et high at any time along any side or rear property <br />line which does not extend nearer the street <br />line than the building line, except that fences in <br />which at least fifty percent (508) of the face is <br />open or hedges may be established from the building <br />line to the street line and on the street line pro- <br />vided the same does not exceed thirty (30) inches <br />in height at any time.
