SARTNGER <br />AN ORDINANCE CREATING A NEW CHAPTER 163 <br />ENTITLED "LANDMARKS COMMISSION" OF PART <br />ONE OF THE ADMINISTRATIVE CODE OF THE <br />CITY OF NORTH OLMSTED. <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY <br />OF CUYAHOGA AND STATE OF OHIO: <br />SECTION I: That there is hereby created a new Chapter 163 en- <br />titled Landmar3~cs Commission" of Part One of the Administrative Code of <br />the City of North Olmsted, which shall read as follows: <br />CHAPTER 163 <br />LANDMARKS COMMISSION <br />163.01 Declaration of Public Policy and Purpose <br />The Council of the North of North Olmsted hereby declares as a matter <br />of public policy that the preservation, protection, perpetuation and <br />use of places, buildings, structures, works of art and other objects <br />having a special historical, community or aesthetic interest or value <br />is a public necessity and is required in the interest of the health, <br />prosperity, safety and welfare of the people. The purpose of this <br />chapter is to: <br />A. Safeguard the heritage of the City of North Olmsted by <br />preserving sites and structures which reflect elements <br />of the City's cultural, social, economic, political <br />or architectual history. <br />B. Protect and enhance the City of North Olmsted's attrac- <br />tions to residents and visitors, and serve as a support <br />and stimulus to business and industry. <br />C. Enhance the visual and aesthetic character, diversity <br />and interest of the City of North Olmsted. <br />D. Foster civic pride in the beauty and notable accomplish- <br />ments of the past. <br />E. Promote the use and preservation of historic sites and <br />structures for the education and general welfare of the <br />people of the City of North Olmsted. <br />F. Take whatever steps are necessary to safeguard the <br />property rights of the owners whose property is declared <br />to be a "Landmark". <br />163.02 Definitions <br />In this chapter, unless the context clearly requires otherwise: <br />A. "Alteration" means any material change in the external <br />architectural features of any Landmark, less than <br />demolition, removal or construction of any such <br />improvement. <br />B. "Applicant" means any person, persons, association, <br />partnership, or corporation who applies for a Certificate <br />of Appropriateness in order to undertake any environmental <br />change on property subject to this Chapter. <br />
