~4 CITY OF NOR'i OLMSTED <br />• ORDINANCE N0 . 7 5- /9j/ <br />Page 2 <br />C. "City Council" means the Council of the City of <br />North Olmsted. <br />D. "Commission" means the North Olmsted Landmarks Commis- <br />sion established under the provisions of this Chapter. <br />E. "Environmental change" means any alteration, demolition, <br />removal, or construction of any property subject to the <br />provisions of the Chapter. <br />F. "Improvement" means any place, building, structure, work <br />of art or similar object constituting a physical better- <br />ment of real property, or any part of such betterment. <br />G. "Improvement parcel" means the unit of property which <br />includes a physical betterment constituting an improve- <br />ment and the land embracing the site thereof, which is <br />treated as a single entity for the purpose of levying <br />real estate taxes; provided however that any vacant parcel <br />or parcels of land are excluded. <br />H. "Landmark" means any improvement which has special charac- <br />ter or special historical or aesthetic values as part of <br />the development, heritage or cultural characteristics of <br />the City of North Olmsted, State of Ohio, or the United <br />States and which has been designated as a Landmark pursuant <br />to the provisions of the Chapter; provided however, that <br />the term "Landmark" may also include the improvement par- <br />cel, or part thereof, on which a Landmark is situated. <br />I. "Member" means any member of the Commission. <br />J. "Owner" shall mean the owner of record and the term shall <br />include the plural as well as the singular. <br />163.03 Landmarks Commission Composition and Terms <br />There is hereby created the North Olmsted Landmarks Commission. Said <br />Commission shall consist of nine (9) members, six (6) of whom shall <br />be appointed by the Mayor, subject to the confirmation of the Council. <br />The remaining members shall be two (2) Council persons and one (1) <br />representative of the City Planning Commission, who shall act as <br />secretary. Each appointed member shall serve for a term of two {2) <br />years and may be reappointed. The members shall select a Chairman to <br />serve for a two year term. The members shall serve without compensa- <br />tion. <br />163.04 Designation of Landmarks <br />A. In considering the designation of any place, building, structure, <br />work of art or similar object in the City of North Olmsted as a <br />Landmark, the Commission shall apply the following criteria with <br />respect to such property: <br />1. Its character, interest or value as part of the development, <br />heritage or cultural characteristics of the City of North <br />Olmsted, State of Ohio, or the United States. <br />2. Its location as a site of a significant historic event. <br />3. Its identification with a person or persons who significantly <br />contributed to the culture and development of the City of <br />North Olmsted. <br />4. Its exemplification of the cultural, economic, social or <br />historic heritage of the City of North Olmsted. <br />5. Its portrayal of the environment of a group of people in an <br />era of history characterized by a distinctive architectural <br />style. <br />
