"Commission" means the North Olmsted Landmarks Commis- sion established under the provisions of this Chapter. E. "Environmental change" means any alteration, demolition, removal, or construction of any property subject to the provisions of the Chapter. F. "Improvement" means any place, building, structure, work of art or similar object constituting a physical better- ment of real property, or any part of such betterment. G. "Improvement parcel" means the unit of property which includes a physical betterment constituting an improve- ment and the land embracing the site thereof, which is treated as a single entity for the purpose of levying real estate taxes; provided however that any vacant parcel or parcels of land are excluded. H. "Landmark" means any improvement which has special charac- ter or special historical or aesthetic values as part of the development, heritage or cultural characteristics of the City of North Olmsted, State of Ohio, or the United States and which has been designated as a Landmark pursuant to the provisions of the Chapter; provided however, that the term "Landmark" may also include the improvement par- cel, or part thereof, on which a Landmark is situated. I. "Member" means any member of the Commission. J. "Owner" shall mean the owner of record and the term shall include the plural as well as the singular. 163.03 Landmarks Commission Composition and Terms There is hereby created the North Olmsted Landmarks Commission. Said Commission shall consist of nine (9) members, six (6) of whom shall be appointed by the Mayor, subject to the confirmation of the Council. The remaining members shall be two (2) Council persons and one (1) representative of the City Planning Commission, who shall act as secretary. Each appointed member shall serve for a term of two {2) years and may be reappointed. The members shall select a Chairman to serve for a two year term. The members shall serve without compensa- tion. 163.04 Designation of Landmarks A. In considering the designation of any place, building, structure, work of art or similar object in the City of North Olmsted as a Landmark, the Commission shall apply the following criteria with respect to such property: 1. Its character, interest or value as part of the development, heritage or cultural characteristics of the City of North Olmsted, State of Ohio, or the United States. 2. Its location as a site of a significant historic event. 3. Its identification with a person or persons who significantly contributed to the culture and development of the City of North Olmsted. 4. Its exemplification of the cultural, economic, social or historic heritage of the City of North Olmsted. 5. Its portrayal of the environment of a group of people in an era of history characterized by a distinctive architectural style.
