CITY OF NORTH OLMSTED <br />ORDINANCE NO. 75 -~~Q <br />Page 5. <br />He shall serve the Mayor and the Council as financial <br />advisor in connection with municipal affairs, and he may <br />serve as Clerk of Council. In such capacity or capacities, <br />he shall keep the records of said bodies, and shall authen- <br />ticate all records, documents, and instruments of the City <br />on which .authentication is proper. The Director of Finance <br />shall examine all payrolls, bills and other claims against <br />the City and shall issue no warrant unless he shall find <br />that the claim is in proper form, correctly computed and <br />duly approved, and that it is due and payable, and that <br />an appropriation has been made therefor; and he shall per- <br />form all other duties now or hereafter imposed upon City <br />Auditors or Treasurers by the laws of the State of Ohio <br />unless othersise provided by this Charter, or by ordinance <br />of the Council, and he shall perform such other duties <br />as the Mayor may impose upon him consistent with his office." <br />Proposal 5: That Section 6 of Article VIII of the Charter be <br />amended to establish the amount authorized to be expended without <br />public bidding as that provided for by General Law established by <br />the General Assembly of the State of Ohio, such amended Section 6 <br />of Article VIII to read as follows: <br />"ARTICLE VIII <br />SECTION 6: Public Bidding <br />The Council may authorize expenditure of funds of the City <br />in amounts exceeding those provided for from time to time <br />by the general laws of the State of Ohio governing muni- <br />cipal corporations without public bidding for the acquisi- <br />tion of real estate, for the discharge of non-contractural <br />claims against the City, for personal services, for th e <br />joint use of facilities or exercise of powers with other <br />political subdivisions, or for the product or services of <br />public utilities (including those municipally operated), <br />but no other expenditure of more than that provided for <br />from time to time by the general laws of the State of Ohio <br />governing municipal corporations shall be made except pur- <br />suant to contract made with the lowest and best bidder <br />after public advertising and receipt of bids in the manner <br />provided by ordinance." <br />Proposal 6: That Section 9 of Article VIII of the Charter be <br />amended to limit the time for the submission of extra tax levies to <br />November elections, such amended. Section 9 of Article VIII to read <br />as follows: <br />"ARTICLE VIII <br />SECTION 9: Submission of Extra Levy <br />The Council may at any time at least sixty (60) days prior <br />to a November election declare by resolution, adopted by a <br />
